Un barème de prix du ministère de l’Énergie publié le samedi 12 septembre 2026 et en vigueur à partir du dimanche 13 septembre a relevé le gazole d’environ 40 pour cent, à 175 livres syriennes le litre, et l’essence d’environ 28 pour cent. Des manifestations ont commencé le soir même et se sont étendues les jours suivants à Alep, Idlib, Hama, Daraa, Raqqa, Deir ez-Zor et Hasakah ; des manifestants ont brûlé des pneus et bloqué des routes, dont l’axe Hasakah–Deir ez-Zor, arrêtant le trafic des camions-citernes. Les comptes rendus les décrivent comme les manifestations les plus étendues depuis la chute du gouvernement Assad. Le ministre de l’Énergie, Mohammed al-Bashir, a d’abord défendu la hausse. Le jeudi 17 septembre, il a annoncé une structure à paliers : un gazole subventionné à 115 livres le litre pour le chauffage, l’agriculture et les consommateurs éligibles au soutien public, une deuxième catégorie à 150 livres pour certains secteurs de production et de services, et la catégorie standard inchangée à 175. Les prix de l’essence et du gaz n’ont pas été modifiés.
THE TRANSITION'S FIRST DOMESTIC REVERSAL, AND IT CAME FROM THE STREET RATHER THAN FROM AN INSTITUTION. Every test of the government's authority until now has been against an armed party, a foreign state or a region; this one was against consumers in cities it governs, and the government moved in four days. What that establishes is a responsive limit on fiscal policy — subsidy removal is the standard condition of the reconstruction financing Damascus needs, and it has now been shown to be politically priced. What it does not establish is weakness or strength: a partial retreat that keeps the headline rate and adds tiers below it is a concession and a holding of the line at once, and reading it as either capitulation or skill goes past the evidence. The geography is the other half. The protests were heaviest in the north and east, including in provinces only recently brought under Damascus's administration, which makes this the first occasion on which a single national economic decision produced simultaneous unrest across the transition's different constituencies.
