A fuel-price rise brings the widest protests since the fall of the government, and is partly withdrawn

What happened

A Ministry of Energy pricing list issued on Saturday 12 September 2026 and effective from Sunday 13 September raised diesel by about 40 per cent to 175 Syrian pounds a litre and petrol by about 28 per cent. Protests began the same evening and spread over the following days across Aleppo, Idlib, Hama, Dara'a, Raqqa, Deir ez-Zor and Hasakah; demonstrators burned tyres and blocked roads including the Hasakah–Deir ez-Zor highway, stopping fuel tanker traffic. Reporting describes them as the most widespread demonstrations since the fall of the Assad government. The energy minister, Mohammed al-Bashir, initially defended the increase. On Thursday 17 September he announced a tiered structure: subsidised diesel at 115 pounds a litre for heating, agriculture and consumers eligible for government support, a second grade at 150 pounds for some production and service sectors, and the standard grade unchanged at 175. Petrol and gas prices were not changed.

THE TRANSITION'S FIRST DOMESTIC REVERSAL, AND IT CAME FROM THE STREET RATHER THAN FROM AN INSTITUTION. Every test of the government's authority until now has been against an armed party, a foreign state or a region; this one was against consumers in cities it governs, and the government moved in four days. What that establishes is a responsive limit on fiscal policy — subsidy removal is the standard condition of the reconstruction financing Damascus needs, and it has now been shown to be politically priced. What it does not establish is weakness or strength: a partial retreat that keeps the headline rate and adds tiers below it is a concession and a holding of the line at once, and reading it as either capitulation or skill goes past the evidence. The geography is the other half. The protests were heaviest in the north and east, including in provinces only recently brought under Damascus's administration, which makes this the first occasion on which a single national economic decision produced simultaneous unrest across the transition's different constituencies.
