This is the largest single question in the module and the one on which the transition's inclusiveness will be measured. It decides whether Syria emerges as a state that accommodated a decade of minority self-administration or one that absorbed it; whether the detention and camp system left by the caliphate passes to a capable authority; whether the oil, grain and water of the east are shared or captured; and whether Türkiye's core demand is satisfied by implementation rather than by signature. It is also the clearest test in this module of the difference between an agreement and a settlement.

Zusammenfassung
The Kurdish-led northeast built its own armed forces, administration, schools, courts and internal security over a decade of de facto autonomy earned in the war against ISIS. Its reintegration into the Syrian state was first agreed in a framework signed in March 2025, which then stalled through the rest of the year. In early January 2026 the file collapsed into fighting, and on 30 January a US-brokered agreement re-founded it on terms the SDF's commander conceded fell short of Kurdish aspirations: phased integration of SDF formations into the Ministry of Defence, transfer of border posts, oil fields and heavy infrastructure to state control, and government deployment into the north-eastern cities. The United States completed its military withdrawal by April 2026. Implementation has proceeded by file: the military arrangements first, with the judiciary, education, internal-security integration and constitutional guarantees for Kurdish rights still open.

The transitional government states its objective as the restoration of a single national army, a single administration and state control of borders and resources across the whole country.
Kurdish-led authorities state their objective as integration that preserves the region's institutions, the recognition of Kurdish rights in the constitutional order, and terms negotiated rather than imposed.

For the United States, close the file on terms that keep the anti-ISIS architecture intact and the detention system in responsible hands as its own presence ends.

The March 2025 framework
A first integration framework was signed between the SDF and Damascus, covering the incorporation of institutions and forces into the state. It established the principle and left almost every mechanism to later negotiation.
The year it did not move
Implementation stalled on the questions the framework had deferred — the form of military integration, administrative authority, and constitutional guarantees — while the wider transition consolidated and the US withdrawal decision removed the northeast's principal external guarantee.
The January 2026 fighting
The stalled file collapsed into fighting in the northeast, ending in a nationwide ceasefire and a decisive change in the balance of the negotiation. It is the exception to this campaign's negotiated character and the reason the terms that followed were harder.
The US-brokered agreement
A comprehensive US-brokered agreement set phased integration of SDF formations into the Ministry of Defence, transfer of border posts, oil fields and heavy infrastructure to state control, and government deployment into the north-eastern cities. Syrian and US officials framed it as national unity; Kurdish actors and protesters characterised it as coerced.
Implementation, file by file
Government forces and interior-ministry units deployed into the north-eastern cities and the military file advanced — divisions named, commanders taking posts. The judiciary, education, internal-security integration, returns and constitutional guarantees remain open. The United States completed its withdrawal by April 2026.
Declared complete, and contested in the same breath
The transfer reached the population in August 2026. The first organised return convoy to Ras al-Ain on 10 August was followed by violence against returnees, protests in Kobani and Hasakah in which crowds entered government buildings and removed Syrian flags, a curfew, and then an ad-hoc understanding reached on 13 August between the SDF commander, a presidential envoy and a corps commander. Türkiye removed a former YPG commander now serving as assistant defence minister from its most-wanted list on 14 August, the first time it applied its own integration test to a named person. On 20 August Mazloum Abdi declared the institutional integration phase complete; Damascus welcomed the statement as an acknowledgement of the SDF's dissolution while cautioning that implementation on the ground was not finished, and reporting in the same period described Hasakah province as still under a divided administration. A gas export pipeline in the same province — infrastructure transferred to the state under the agreement — was sabotaged on 18 August.

What has not been settled is what the module treats as the actual question: constitutional guarantees for Kurdish rights, the judiciary and education files, the merger of internal security, and whether the revenue-sharing arrangement performs in both directions. Integration without constitutionalisation manages the question rather than resolving it.
