Syria's usable crude is in the north-east, its refineries are on the west coast and at Homs, and for a decade the two ends were under separate authorities. Available generation is under a third of pre-war capacity, making fuel and electricity the most visible daily measure of whether the transition delivers.
Fuel and power are where the transition is judged. Electricity hours decide whether hospitals, bakeries, water pumping and schools work; fuel decides whether harvests move and whether reconstruction can start. This is also the system in which the northeast bargain is actually settled: whether the state gets the crude and the north-east gets the revenue is a question about this chain, not about a signature. And because the same system carries both the civilian economy and the state's own sustainment, pressure on it is felt everywhere at once.

- Syria's oil is concentrated in the fields of Hasakah and Deir ez-Zor, which produced about 82,000 barrels a day in the first half of 2026 on the Ministry of Energy's figures, roughly a fifth of 2010. From 2013 those fields sat under Kurdish-led control while the refineries at Baniyas and Homs and the coastal import terminals sat under the government, and crude moved between the two ends by road and informal trade rather than through the pipeline system built for it. Wartime imports came substantially from Iran; that arrangement ended with the fall of Damascus in December 2024, and Russian crude took a growing share of the balance thereafter — reported at roughly 60,000 barrels per day in 2026, up about three-quarters on 2025; the ministry's own figure for crude imports from all sources in the first half of 2026, 1.5 million tonnes, is consistent with that volume and states no origin. The January 2026 agreement transfers the fields and heavy infrastructure to state control, and new commercial routes have appeared — Iraqi fuel oil has moved overland across Syria for export from Baniyas since April 2026, principally through the al-Tanf crossing, which Syria's border authority says more than 65,000 fuel tankers had crossed by mid-September; the Rabia–al-Yarubiyah crossing also reopened in April 2026. Available generation passed 3,000 MW at the start of 2026 against about 10,000 MW installed in 2011, and hours-per-day electricity remains the population's most immediate measure of the transition.

- Mutual and, for a decade, asymmetric. Damascus depends on north-eastern crude for domestic refining and on imports for the balance; the north-east depended on selling crude it could not refine at scale. Neither end was self-sufficient and neither could bypass the other cheaply, which is why fuel moved across the political division throughout the war even when nothing else did. Since the January 2026 transfer the dependence runs through one authority on paper; in practice the refineries, the fields and the grid have to be rehabilitated before that means anything, and the import bill covers the gap in the meantime.

- Reduced fuel and power supply reaches almost every other file in the module at once. Electricity hours govern water pumping, health facilities, bakeries and schooling, which is why the humanitarian section treats services rather than politics as the practical ceiling on returns. Fuel cost sets transport cost, which sets food prices and the movement of harvests. Reconstruction cannot start at scale without power, so the economy's central question and this system's condition are the same question. And the state's own logistics compete for the same supply as the civilian economy.

- Redundancy exists on the import side and almost none on the production side. Imports can arrive at more than one coastal terminal and now, in one documented direction, overland from Iraq — but there is no second oilfield region, no alternative refinery complex, and no way to substitute generation capacity quickly. That is why the system's strategic vulnerability is structural rather than route-based, and why a political failure of the north-east bargain would matter more to it than any physical disruption.

The fields and the refineries sat under separate authorities for a decade. Crude moved between them by road and through informal trade rather than through the pipeline system, at a cost and a loss rate the formal system was built to avoid, and both ends were sanctioned for most of the period.
The fall of Damascus ended the Iranian-aligned import arrangement that had covered a large share of wartime supply, and the transition inherited a generation system at a fraction of its pre-war capacity — about 1,400 MW available in January 2025 — with no immediate replacement source.
Sanctions relief from May 2025 and the repeal of the Caesar Act that December removed the formal barrier to commercial fuel supply and to investment in generation, though bank compliance caution continued to slow transactions. New routes began to appear rather than volumes to recover.

- Output at the north-eastern fields was never audited during the period of separate administration. Published production figures come from administration statements, trade estimates and reporting, and should be read as orders of magnitude.
- The Ministry of Energy publishes half-year import volumes by product but not by origin, so the supply gap can be measured only in aggregate and the Russian share only from tanker tracking; scarcity is inferred from prices, queues and delivered power hours. The Russian supply figure is a trade estimate carried in reporting, not an official Syrian or Russian disclosure.
- The condition of the refineries, the pipeline system and the grid is described in general terms by assessment bodies and not in a form this module can state with precision — and facility-level detail is deliberately outside what Vigil publishes.

The gas export pipeline from the Jbessa (al-Jabsa) plant in southern Hasakah province was interrupted on 18 August 2026 by what the state operator called a deliberate act of sabotage, affecting gas supply to generation. No party has been identified. The indicator is whether such interruptions recur and whether generation shortfalls follow them, not any single incident: the fields and pipelines that funded the self-administration are now a central-government responsibility, and the liability transferred with them. In September 2026 the al-Tabiyah gas plant in Deir ez-Zor was reported to have a dehydration failure leaving part of its gas unfit for power stations, with a stated risk to supply over the winter — a condition failure, not an attack.
