Was diese Kampagne war
A rebel offensive out of Idlib in late November 2024 took Aleppo within days, cascaded down the western corridor, and ended the Assad era on 8 December without a battle for Damascus. It was decided by the simultaneous withdrawal of every external prop and by an army that would not fight.
This campaign is the module's origin point. The transitional government, the unresolved northeast, the Turkish and Israeli files, the Russian basing negotiation and the entire accountability question all date from these eleven days. It also disproved the settled reading of the conflict: the regime had been treated since 2020 as having survived the war, and it turned out to have survived the war and not the peace. Every actor's 2025 and 2026 position was improvised from that surprise, which is why the transition has been fast, uneven and consolidation-first.

Zusammenfassung
On 27 November 2024 Hayat Tahrir al-Sham and allied factions attacked out of Idlib. Aleppo fell within days, and what followed was a cascade rather than a campaign: Hama, then Homs, then Damascus on 8 December without a battle, as Bashar al-Assad flew to Moscow. The army did not hold anywhere along the corridor. Its patrons could not or would not intervene — Hezbollah broken by its war with Israel, Russia absorbed in Ukraine, Iran's networks unwilling to die for a client whose own forces would not. Within a week Israel had destroyed much of the former state's military assets by air and moved into the Golan buffer zone, and Sednaya prison was opened, converting the Assad era's detention file from documented horror into a public national reckoning.
Erklärte Ziele
Was die Beteiligten sagen. Jeder Eintrag nennt, wo die Position geäußert wurde; Vigil hält fest, dass sie geäußert wurde, nicht dass sie zutrifft.
The attacking factions framed the offensive as the overthrow of the Assad government and the return of displaced Syrians to their areas of origin.
Recorded as the position stated at the time. Vigil does not treat an armed movement's characterisation of its own purpose as established.
Eingeschätzte Ziele
Vigils Lesart, eingestuft. Strukturell von erklärten Positionen getrennt gehalten, damit eine Einschätzung nie als erklärtes Ziel von jemandem veröffentlicht werden kann.
Exploit a moment in which every external guarantor of the Assad government was simultaneously unable or unwilling to act, before the window closed.
Convert a locally entrenched administration in Idlib into a national governing claim, which is why the offensive was accompanied from the first days by an administrative rather than only a military programme.
Hauptkräfte
- Hayat Tahrir al-Sham (HTS) — historisch Hauptkraft · Konfidenz: hoch · Stand 2024-12
Recorded here under its historical identity. The organisation was formally dissolved into the new state structures in January 2025; the successor relationship is carried on the force records, not restated here.
Unterstützend und extern
- Turkish-backed Syrian factions (SNA lineage) Unterstützende Kraft · Konfidenz: mittel · Stand 2024-12
Turkish-backed factions participated alongside the offensive, principally in the north. The degree of coordination between them and the lead force is reported rather than established.
Betroffene Parteien
- Russische Militärpräsenz — Syrien Affected party · Confidence: High · as of 2024-12
The intervention that saved the government in 2015 did not repeat in 2024. Its bases became the subject of a negotiation with the government that replaced its client.
- Mit Iran verbundene Netzwerke — Vermächtnis Betroffene Partei · Konfidenz: mittel · Stand 2024-12
A decade of network-building in Syria lost its position with the fall of Damascus. What survived is contested and is recorded as such on the actor profile.
Breakout from Idlib
The offensive launched from the Idlib pocket and took Aleppo within days against an army that did not hold the northern anchor of the western corridor. The speed of that first result, rather than its scale, is what set everything after it.
The cascade down the corridor
Hama and then Homs fell in succession. On a corridor where the cities are the state and the road between them is the only one, the loss of each position made the next untenable, and no external patron intervened to break the sequence.
Damascus, and the week that followed
Damascus was taken on 8 December without a battle and Assad flew to Moscow. Within the week Israel destroyed much of the former state's military assets by air and moved into the Golan buffer zone, and Sednaya was opened. The transition began with the state's coercive apparatus simultaneously dissolved, destroyed and exposed.
Ausgang und heutiger Stand
Concluded on 8 December 2024 with the fall of Damascus and the end of fifty-four years of Assad rule. It settled who governs and almost nothing else: the campaign produced a capital, not a state, and left the northeast under a separate authority, the north under Turkish influence, the south under Israeli pressure, the desert insurgency intact and the coercive institutions of the old order dissolved without replacements ready. Every subsequent campaign in this module is an attempt to close one of those gaps.
Beobachtete Anpassungen
An administrative programme running alongside the military one from the first days — local administration, currency and services addressed as the offensive advanced rather than after it. This is the clearest single difference from the opposition offensives of the war's middle years.
Rapid formal dissolution of the attacking organisations into state structures in January 2025, converting a factional victory into an institutional claim before rival factions could consolidate their own.
Politische Implikationen
Military victory arrived without a negotiated settlement, so the transition's legitimacy has had to be built after the fact — the consolidation-first, inclusion-later, accountability-last order the module identifies as its central pattern.
Militärische Folgen
The old state's forces were dissolved and much of its remaining materiel destroyed from the air within a week, leaving a security sector to be assembled from factions rather than reformed from an army.
Wirtschaftliche Implikationen
The Iranian-aligned supply arrangements that had covered a large share of wartime fuel imports ended with the government they served, with no immediate replacement.
Humanitäre Folgen
The opening of Sednaya and the security-branch archives converted the Assad era's disappearances into an active national caseload that exceeds every institution created to handle it.

Was unbekannt bleibt
- The internal decision-making of the attacking coalition, the degree of coordination between its components, and any external foreknowledge of the offensive are not established. Simultaneity with the patrons' absence is documented; a plan built around it is not.
- Casualty figures for the offensive itself are poorly established and were overtaken almost immediately by the events that followed it.
- The Assad-era Syrian Arab Army — the campaign's opposing force — has no organisation record in this module, because it was dissolved in January 2025 and this module does not maintain force records for structures that no longer exist. It is therefore named in prose here and appears in the lineage of the state forces record rather than as a typed participant.
Lesarten, die die Belege ebenfalls stützen
- The collapse can be read as the product of the offensive's own design, as the delayed consequence of the 2019–2024 economic and institutional rot the module records in phase XIV, or as an artefact of the simultaneous incapacity of three external patrons. The evidence supports all three contributing, and the reporting does not establish their relative weight.
- The army's refusal to fight is often read as a loyalty failure. It is also consistent with an unpaid, hollowed and under-supplied force behaving exactly as such a force behaves, which is a different diagnosis with different implications for rebuilding one.

Die Frage, was vom zerstörten Material wiederhergestellt wird
The scale and terms of the December 2024 strike campaign remain a live issue in the southern negotiation, not a closed historical fact.
