此系統是什麼

Syria's usable crude is in the north-east, its refineries are on the west coast and at Homs, and for a decade the two ends were under separate authorities. Available generation is under a third of pre-war capacity, making fuel and electricity the most visible daily measure of whether the transition delivers.

Fuel and power are where the transition is judged. Electricity hours decide whether hospitals, bakeries, water pumping and schools work; fuel decides whether harvests move and whether reconstruction can start. This is also the system in which the northeast bargain is actually settled: whether the state gets the crude and the north-east gets the revenue is a question about this chain, not about a signature. And because the same system carries both the civilian economy and the state's own sustainment, pressure on it is felt everywhere at once.

系統

概覽
Syria's oil is concentrated in the fields of Hasakah and Deir ez-Zor, which produced about 82,000 barrels a day in the first half of 2026 on the Ministry of Energy's figures, roughly a fifth of 2010. From 2013 those fields sat under Kurdish-led control while the refineries at Baniyas and Homs and the coastal import terminals sat under the government, and crude moved between the two ends by road and informal trade rather than through the pipeline system built for it. Wartime imports came substantially from Iran; that arrangement ended with the fall of Damascus in December 2024, and Russian crude took a growing share of the balance thereafter — reported at roughly 60,000 barrels per day in 2026, up about three-quarters on 2025; the ministry's own figure for crude imports from all sources in the first half of 2026, 1.5 million tonnes, is consistent with that volume and states no origin. The January 2026 agreement transfers the fields and heavy infrastructure to state control, and new commercial routes have appeared — Iraqi fuel oil has moved overland across Syria for export from Baniyas since April 2026, principally through the al-Tanf crossing, which Syria's border authority says more than 65,000 fuel tankers had crossed by mid-September; the Rabia–al-Yarubiyah crossing also reopened in April 2026. Available generation passed 3,000 MW at the start of 2026 against about 10,000 MW installed in 2011, and hours-per-day electricity remains the population's most immediate measure of the transition.
依賴它的事物
Mutual and, for a decade, asymmetric. Damascus depends on north-eastern crude for domestic refining and on imports for the balance; the north-east depended on selling crude it could not refine at scale. Neither end was self-sufficient and neither could bypass the other cheaply, which is why fuel moved across the political division throughout the war even when nothing else did. Since the January 2026 transfer the dependence runs through one authority on paper; in practice the refineries, the fields and the grid have to be rehabilitated before that means anything, and the import bill covers the gap in the meantime.
中斷造成的影響
Reduced fuel and power supply reaches almost every other file in the module at once. Electricity hours govern water pumping, health facilities, bakeries and schooling, which is why the humanitarian section treats services rather than politics as the practical ceiling on returns. Fuel cost sets transport cost, which sets food prices and the movement of harvests. Reconstruction cannot start at scale without power, so the economy's central question and this system's condition are the same question. And the state's own logistics compete for the same supply as the civilian economy.
替代方案與冗餘
Redundancy exists on the import side and almost none on the production side. Imports can arrive at more than one coastal terminal and now, in one documented direction, overland from Iraq — but there is no second oilfield region, no alternative refinery complex, and no way to substitute generation capacity quickly. That is why the system's strategic vulnerability is structural rather than route-based, and why a political failure of the north-east bargain would matter more to it than any physical disruption.

節點

依此紀錄撰寫時的順序排列 — 這是撰寫的次序,而非路線。

  1. The oil-producing regions of Hasakah and Deir ez-Zor provinces — Syria's principal fields, held by the SDF from the anti-ISIS campaign until their transfer to state control under the January 2026 integration agreement. Output remains a fraction of pre-war levels after years of war damage, sanctions and makeshift refining. Broad area marker.

In this systemSyria's usable crude, in Hasakah and Deir ez-Zor. Output is a fraction of pre-war levels; the fields transfer to state control under the January 2026 agreement, with revenue-sharing terms still being implemented.

Why it mattersOil is the material core of the northeast bargain: for a decade it funded the self-administration; now revenue-sharing and fuel supply under state control are the clearest measurable test of whether integration delivers for both sides. Recovery investment is equally a sanctions-relief indicator.

What to watchProduction recovery and investment; revenue-sharing implementation; fuel availability in the northeast; environmental remediation of war-era makeshift refining.

  2. Syria's principal port and the coast's largest city — heartland of the Alawite community that supplied the Assad state's base, scene of reprisal violence in March 2025, and the province hosting Russia's Khmeimim air base, whose future is under Syrian–Russian negotiation.

In this systemThe principal Mediterranean port, and the coastal end of the import side of the system.

Why it mattersThe coast concentrates three transition files at once: minority protection after the March 2025 massacres, the port economy that reconstruction depends on, and the Russian basing question. How Latakia is policed, invested in and represented is read by Alawites nationwide.

What to watchSecurity conduct and accountability on the coast; port investment and traffic recovery; the outcome of the Russian basing negotiation; employment and services in a region whose state-payroll economy collapsed with the old state.

  3. Coastal city between Latakia and Tartus, site of one of Syria's two refineries — and of some of the worst massacres of the March 2025 coastal violence, in which over 1,400 people, mostly Alawite civilians, were killed across the coastal region.

In this systemRefinery town and coastal terminal. Since April 2026 also the loading point for Iraqi fuel oil trucked across Syria, which the Syrian Petroleum Company's deputy chief executive put at 2.123 million tonnes by mid-September 2026 — a transit role the module records as documented but not yet durable.

Why it mattersBaniyas concentrates the coastal file's two faces: energy infrastructure the recovery needs, and a community whose experience in March 2025 — documented by UN investigators as widespread and systematic violence — made it the reference point for minority protection under the transition.

What to watchAccountability proceedings for the March 2025 violence; refinery operation and fuel supply; whether the Iraqi fuel-oil transit role the port has carried since April 2026 outlasts the shipping conditions that created it; displaced families' return to the city and surrounding villages.

  4. Syria's great river — entering from Türkiye, running through Raqqa and Deir ez-Zor to the Iraqi border. Its valley holds the east's population, agriculture and dams; its flows, long below the volumes Damascus says were agreed with upstream Türkiye, govern irrigation, power and drinking water for millions. Broad corridor marker.

In this systemThe valley along which the eastern fields connect to the rest of the country. Its condition and its administration govern whether crude moves at scale or informally.

Why it mattersThe Euphrates ties four module files together: water and wheat (economy), Turkish relations (the upstream lever), the northeast bargain (dams and valley towns transferred under integration), and ISIS remnants (whose activity clusters along the valley's desert margins).

What to watchRiver flow levels and Turkish releases; dam operation and power output under post-integration management; drought and harvest outcomes in the valley; security of the valley towns.

In this systemThe Iraqi frontier crossing in the east — historically the land route for Iranian-aligned supply, and since 2026 part of the wider reopening of commercial traffic between the two countries. The 2026 fuel-oil corridor runs principally through the al-Tanf crossing (al-Waleed on the Iraqi side), which this module does not carry as a marker.

Why it mattersAl-Bukamal is where the Iran-legacy question has an address: the corridor that supplied Hezbollah and the militia network crossed here. Its current use — Iraqi trade, pilgrim traffic, reconstruction logistics — versus any renewed network activity is a key indicator of Iran's post-Assad position.

What to watchTrade normalisation with Iraq; reported smuggling or network activity at strategic level; ISIS remnant pressure in the surrounding valley and desert.

    邊境口岸 信心:中等 截至2026-07 在地圖上顯示 →

  6. Central Syria's crossroads city — "capital of the revolution" in 2011, besieged and largely emptied of its opposition population by 2014, and the junction whose fall on 7 December 2024 cut the coast from Damascus and sealed the Assad government's collapse a day before the capital's.

In this systemThe interior refining and distribution centre, at the junction of the north–south corridor and the one broad passage to the coast.

Why it mattersHoms sits where Syria's roads cross: Damascus–Aleppo north–south and the coast–desert east–west. Its mixed pre-war population, heavy destruction and slow return make it a bellwether for reconstruction and reconciliation alike — and its position ties the coastal file to the capital.

What to watchReturn and reconstruction in the old opposition districts; relations between communities in the mixed hinterland; the refinery and fuel infrastructure's recovery.

In this systemPrincipal demand centre and the place where fuel scarcity and power hours become politically visible.

Why it mattersEvery file in this module runs through Damascus: the integration agreement with the SDF was signed here, the interim parliament sits here, and the city has also felt the transition's shocks directly — including Israeli strikes in July 2025 during the Sweida crisis. Whether the capital's institutions become national institutions is the transition's central question.

What to watchCabinet and institutional appointments and their inclusiveness; implementation of the integration agreement's civilian files; security incidents in the capital; the pace at which embassies, banks and airlines return.

有據可查的中斷歷史

2013 – December 2024 信心:高

The fields and the refineries sat under separate authorities for a decade. Crude moved between them by road and through informal trade rather than through the pipeline system, at a cost and a loss rate the formal system was built to avoid, and both ends were sanctioned for most of the period.

2024年12月 – 2025年 信心:中等

The fall of Damascus ended the Iranian-aligned import arrangement that had covered a large share of wartime supply, and the transition inherited a generation system at a fraction of its pre-war capacity — about 1,400 MW available in January 2025 — with no immediate replacement source.

政治意涵

Hours-per-day electricity is the most legible measure of transition delivery, and the one on which public patience is shortest.

軍事意涵

State sustainment competes for the same constrained fuel as the civilian economy, in a security sector still being assembled.

經濟意涵

Fuel and power availability governs transport costs, industrial restart and every reconstruction timetable in the $216bn estimate.

人道意涵

Water pumping, health facilities and bakeries run on the same supply; services, not politics, set the practical ceiling on returns.

仍然未知的事項

  • Output at the north-eastern fields was never audited during the period of separate administration. Published production figures come from administration statements, trade estimates and reporting, and should be read as orders of magnitude.
  • The Ministry of Energy publishes half-year import volumes by product but not by origin, so the supply gap can be measured only in aggregate and the Russian share only from tanker tracking; scarcity is inferred from prices, queues and delivered power hours. The Russian supply figure is a trade estimate carried in reporting, not an official Syrian or Russian disclosure.
  • The condition of the refineries, the pipeline system and the grid is described in general terms by assessment bodies and not in a form this module can state with precision — and facility-level detail is deliberately outside what Vigil publishes.

證據同樣支持的其他解讀

  • Persistent fuel and power scarcity through 2025–26 can be read as a physical capacity problem, as a financing and bank-compliance problem that outlasted formal sanctions relief, or as a governance problem in the allocation of what does arrive. The reporting supports all three operating together and does not separate their relative weight.

觀察重點

收入交易是否在雙向上都能兌現

Production recovery at the fields, revenue actually reaching the north-east, and fuel actually reaching Damascus. This is the measure of whether integration is partnership or absorption.

供電時數,而非發電量公告

Delivered hours per day in the main cities is the indicator; installed or contracted capacity is not the same claim.

新的過境路線是否在其成因消失後仍然存在

The Iraqi fuel-oil route through Baniyas began under particular shipping conditions. Whether it becomes structural Iraqi–Syrian interdependence or ends with them is not yet established. Four months of continuous overland movement is evidence of scale, not yet of durability.

移交的東北部基礎設施的實體安全

The gas export pipeline from the Jbessa (al-Jabsa) plant in southern Hasakah province was interrupted on 18 August 2026 by what the state operator called a deliberate act of sabotage, affecting gas supply to generation. No party has been identified. The indicator is whether such interruptions recur and whether generation shortfalls follow them, not any single incident: the fields and pipelines that funded the self-administration are now a central-government responsibility, and the liability transferred with them. In September 2026 the al-Tabiyah gas plant in Deir ez-Zor was reported to have a dehydration failure leaving part of its gas unfit for power stations, with a stated risk to supply over the winter — a condition failure, not an attack. On the night of 28 September 2026 an explosion at a valve on the gas line between al-Shola and Deir ez-Zor stopped gas flowing from the Jbeissa plant to power stations; the state oil company called it sabotage, a local oil official described an apparent theft gone wrong, and no party has been identified — the second interruption on the Jbeissa supply chain in six weeks. On 30 September a separate explosion on a gas line near Haran al-Awamid, east of Damascus, took the Deir Ali, al-Nasiriyah and Tishreen stations out of service; the energy ministry said its cause was unclear and did not link the two. No restoration of either line had been announced by 4 October.
