La Turquie a retiré le 14 août 2026 Samir Ousso — connu sous le nom de Sipan Hamo, ancien commandant de premier plan des Unités de protection du peuple et des FDS — de la « liste rouge » des personnes les plus recherchées du ministère de l’Intérieur, cinq mois après sa nomination, le 10 mars 2026, au poste de vice-ministre syrien de la Défense chargé de la région orientale. Selon les comptes rendus, la récompense précédemment offerte pour des informations menant à son arrestation atteignait 20 millions de livres turques. Le commandant des FDS Mazloum Abdi reste sur les listes turques de personnes recherchées.
Ankara's stated demand throughout the transition has been the dissolution of the YPG as an autonomous force, not the removal of particular individuals. This is the first observable case of Türkiye applying that test to a named person and finding it satisfied: the same commander is unacceptable in a Kurdish-led formation and acceptable in a Syrian ministry. It is a narrow fact and should not be read as a change in Ankara's position on the SDF — Abdi's own listing is unchanged, and no policy statement accompanied the delisting. What it establishes is that the position is about the uniform rather than the person, which is a testable claim and had not previously been tested.
