Türkiye removes an integrated former YPG commander from its wanted list — Key Events — Syria

What happened

Türkiye removed Samir Ousso — known as Sipan Hamo, a prominent former People's Protection Units and SDF commander — from the Interior Ministry's "red list" of most-wanted individuals on 14 August 2026, five months after his appointment on 10 March 2026 as Syria's assistant defence minister for the eastern region. Reporting puts the reward previously offered for information leading to his arrest at up to 20 million Turkish lira. SDF commander Mazloum Abdi remains on Turkish wanted lists.

Ankara's stated demand throughout the transition has been the dissolution of the YPG as an autonomous force, not the removal of particular individuals. This is the first observable case of Türkiye applying that test to a named person and finding it satisfied: the same commander is unacceptable in a Kurdish-led formation and acceptable in a Syrian ministry. It is a narrow fact and should not be read as a change in Ankara's position on the SDF — Abdi's own listing is unchanged, and no policy statement accompanied the delisting. What it establishes is that the position is about the uniform rather than the person, which is a testable claim and had not previously been tested.
