A decade-long Turkish effort to shape the Syrian side of its border, pursued through three ground operations between 2016 and 2019 and since then through the factions and administration they left behind. Its objective is a condition rather than a territory — no autonomous Kurdish armed force in Syria.
Türkiye is the only outside power in Syria that holds ground with governance attached, and this campaign is how it got there. That accumulated position is the source of its leverage over the transition and over the terms of the northeast settlement, and it is the reason the northern file cannot be closed by any agreement to which Ankara is not effectively a party. The campaign also explains a demographic fact the module records repeatedly: the population movement along the northern belt since 2016 is a consequence of these operations, not a background condition.

Synthèse
Türkiye entered the Syrian ground war to shape its border rather than to decide the capital. Euphrates Shield in 2016–17 cut ISIS from the frontier and blocked the Kurdish-led cantons from linking; Olive Branch took Afrin in 2018, displacing much of its Kurdish population; Peace Spring in October 2019, launched into the space left by a US pullback announcement, took the strip between Tal Abyad and Ras al-Ayn and pushed the SDF into its first security arrangement with Damascus and Moscow. Alongside the operations, Ankara organised the factions it backed into the Syrian National Army and built administration, currency and trade links into its zones — an influence infrastructure that outlived the war. Since 2020 the campaign has been static militarily and active politically: Ankara welcomed the SDF's retreat in 2026 but treats its core demand as a matter of implementation rather than signature.

The transitional government inherits a northern border it does not fully administer, and a set of arrangements it did not make.
Euphrates Shield
The first ground operation cut ISIS from the border and, in the same movement, blocked the Kurdish-led cantons from linking across the western Euphrates. The dual purpose is the campaign's signature: counter-ISIS in form, counter-YPG in effect.
Olive Branch — Afrin
Afrin was taken from the YPG, and much of its Kurdish population displaced. The isolation of Afrin from the rest of the Kurdish-populated north — a terrain fact — is why it could be taken separately and why the displacement was not reversed.
Peace Spring and the realignment
Launched into the space left by a US pullback announcement, the operation took the Tal Abyad–Ras al-Ayn strip and pushed the SDF into its first security arrangement with Damascus and Moscow. It established that the northeast's autonomy depended on an external guarantee that could be withdrawn.
The zones, and the frozen line
Militarily static and politically active: administration, currency, trade and services were built into the Turkish-influenced areas, converting military positions into an influence infrastructure that survived the war and outlived the government it was built against.
The demand, pursued through other people's agreements
Ankara welcomed the SDF's retreat and the January 2026 agreement, while treating its core demand as measured by implementation rather than by signature. The campaign's current instrument is leverage over a settlement it is not a party to.
Rebuilding the Syrian army, and where another power stops it
The 13 August 2025 joint training and advisory memorandum turned Turkish influence from a border position into a stake in the Syrian state's military reconstruction — training, planning, weapon systems and logistical materiel, with Syrian units at Turkish facilities and in EFES-2026 by May 2026. That project has a boundary set by a third party. Israel struck the T4, Palmyra and Hama airfields in March and April 2025 while Turkish teams were surveying them for the prospective pact, and struck Abu al-Duhur in eastern Idlib on 18 August 2026 citing an imminent Turkish deployment that Ankara and Damascus both deny. The second strike arrived with no warning through the Azerbaijan-brokered military channel the two states have used since April 2025, after which Washington began proposing a standing trilateral deconfliction arrangement. On 14 August 2026 Türkiye removed a former YPG commander now serving as Syria's assistant defence minister from its most-wanted list — the same project seen from the other side, and the first case of Ankara applying its integration test to a named person.
Issue et situation actuelle
Ongoing, with the military phase over and the political objective unmet on paper. Türkiye holds a belt of northern Syria with administration attached and a client force structure inside the new state's nominal order, and it obtained in 2026 the outcome its operations had been unable to force: a Kurdish-led military authority dissolving into a Syrian state structure. Whether that satisfies the demand depends on implementation of an agreement Ankara did not sign, which is why the campaign has no end date and its own commander's measure of success is somebody else's compliance.
Adaptations observées
A shift from ground operations to administration as the instrument of influence after 2019 — currency, services, schooling and trade integrated into the zones, producing durable position without further operations.
Substitution of leverage over a third-party settlement for direct action after 2025, once a transitional government in Damascus offered a route to the same objective at lower cost.
Implications politiques
Any northern settlement that Ankara does not accept is provisional, which gives an external power an effective veto inside Syria's internal constitutional question.
Implications militaires
The dissolution of an autonomous Kurdish armed force is a demand about structure rather than territory, so it can be satisfied or frustrated by administrative arrangements rather than by fighting.
Implications économiques
The administered zones run on Turkish currency, trade and services, so the reintegration of the north is an economic convergence problem as much as a political one.
Implications humanitaires
The population movement produced by these operations — most sharply at Afrin in 2018 — is one of the module's largest unreversed displacement events, and property and return questions there remain open.
