- Broad area of activity
- The Dnipro — the northern reach toward Belarus for which the flotilla was first raised, and the lower river and estuary below Kherson since 2023. No position is authored.
- Notable history
- Raised in 2022 when the threat of a river-borne advance from Belarus made the Dnipro a front in its own right, and reshaped by the November 2022 liberation of Kherson, which turned the lower river into the line between the two sides. Ukrainian statements and UK Defence Intelligence described the flotilla's expansion in 2023 with a second division for the southern river, and the Navy has since exercised it publicly. Its work — patrol, interdiction of crossings, support to the marine operations on the left bank in 2023–24 — is the least visible part of the Navy's war and the most continuous.
- Strengths
- Small craft suited to a river war no larger vessel can fight, and a standing structure for a front that did not exist before 2022.
- Limitations
- Drone observation over the river makes any craft a target, which limits the flotilla to what small boats can do at night; numbers, craft and the division of tasks with the marines are not published.
