In brief

The formal framework for foreign volunteers in Ukrainian service, announced on 27 February 2022 and raised under the Ground Forces; its combat battalions were folded into assault regiments in the 2024 reorganisation, so the Legion is carried as a lineage record rather than a standing unit.

Broad area of activity
Not territorial; its battalions served on the eastern and southern fronts. No current employment is authored because the unit no longer stands as one.
Notable history
Announced by the President on 27 February 2022 and created by the government as the lawful channel for foreign nationals to serve, the Legion turned the first weeks' surge of volunteers into numbered battalions under the Ground Forces — a first combat battalion in March 2022, a special-purpose battalion in May, a training battalion later. A separate legion under Defence Intelligence grew alongside it for units that wanted a different chain, and most of the Russian and Belarusian formations went there. By 2024 the Ground Forces had decided the standalone structure served no purpose: its combat battalions were transferred into assault regiments and its training battalion became a training centre, a change reported through the soldiers it unsettled rather than announced. The Legion survives as the lineage of those battalions and as the recruitment brand.
Strengths
A lawful, public framework that let a state at war absorb foreign volunteers without improvisation, and a brand with recruitment reach the successor regiments still use.
Limitations
It no longer exists as a unit; its history was marked by uneven quality, contested leadership and recruitment that outran vetting; and the parallel intelligence-service legion means "International Legion" names two structures in public reporting.

Lineage & institutional history

Formed 2022-02-27Reorganised 2024

Formal parent institution: Ground Forces of Ukraine

Successors: Assault regiments of the Ground Forces into which the Legion's combat battalions were transferred (2024, reported); a training centre formed from its fourth battalion (reported)

Raised under the Ground Forces in 2022 as a legion of numbered battalions. Public reporting in 2024 described the Ground Forces ending the Legion as a standalone unit and transferring its combat battalions into assault regiments, with the training battalion reformatting into a training centre. A separate international legion under Defence Intelligence is a different structure and is not this record.
