Identity provenance
Service ensign: St Andrew's ensign — naval ensign of the Russian Federation — carried by Navy, not issued to this record. Drawn by Vigil to the geometry the 1992 readoption specifies — white field, blue saltire, band width one tenth of the fly, 2:3. Drawn rather than supplied because this geometry is fully specified; no image file is involved in this record.
State affiliation: Russia.
The smaller square mark is a Vigil category device, drawn from this record’s own domain, echelon and role — not an official insignia.
In brief
Small flotilla with outsized reach — the force that fired the first ship-launched Kalibr strikes into Syria in October 2015 and an early launch platform for Kalibr strikes into Ukraine; based at Kaspiysk since its relocation from Astrakhan in 2020.

- Broad area of activity
- The Caspian Sea, from the Dagestan coast. Its missiles reach Ukraine over the north Caucasus; nothing about current positions is authored.
- Notable history
- For most of its history a minor force on a closed sea, the flotilla became strategically interesting in October 2015 when its small missile ships fired Kalibr cruise missiles some 1,500 kilometres into Syria — the first combat use of the system and a demonstration that a corvette-sized hull could deliver strategic strike. Its main base moved from Astrakhan, where the Volga delta froze and silted, to Kaspiysk in Dagestan in 2020. From 2022 it was among the launch platforms for Kalibr strikes on Ukraine, and in 2025–26 became a target itself when Ukrainian long-range drones reached its base, as the General Staff has claimed publicly.
- Strengths
- A launch position no Ukrainian surface or coastal weapon can reach, on a sea closed to outside navies, from hulls too small to be worth a ballistic-missile strike.
- Limitations
- Small in numbers and reach beyond its missiles; dependent on one base now within Ukrainian drone range; and a force whose interest to this module begins and ends with its launchers.
