Summary

NATO is central to this war and is not fighting it. Its coordination structures organise a large part of the assistance effort, its members supply Ukraine bilaterally or through coalitions, and Ukrainian forces have been trained to alliance standards — but the alliance does not supply weapons as an alliance, does not finance Ukraine at any meaningful scale, and extends no defence commitment. Ukraine's membership status is a declared eventual path without a date and without an invitation, a formula both sides describe as deliberately unresolvable: an invitation would import an active war into Article 5, and a refusal would concede a Russian war aim. Confusing alliance coordination with alliance supply overstates what one NATO decision could change on the front, and understates what one member state's decision can.

Why it matters

Ukraine's membership is one of Russia's declared reasons for the war and one of the hardest items in any settlement, so what the relationship actually is matters more here than almost anywhere. It is also the module's sharpest illustration that a relationship's category can be more informative than its size: NATO is enormously consequential to this war through a relationship that carries no obligation at all.

What remains unknown

• Vigil publishes no dispositions, force levels or planning detail for the alliance's eastern posture, and the absence is structural.
• Training volumes, locations and programmes are not recorded here.
• Whether the membership formula would change under a settlement is not knowable and is not assessed. No date, invitation or timetable exists.

Readings the evidence also supports

• The unresolved membership formula can be read as a deliberate device that keeps a concession in reserve for a negotiation, or as the absence of any agreed position among members dressed as strategy. The alliance's public behaviour is identical under both.
