Summary

Ukraine was granted European Union candidate status in 2022, months into the full-scale invasion, and negotiations have since opened with chapters proceeding unevenly. The status is doing more work than an accession track normally does: it is the principal long-term political offer available to Ukraine, it frames the conditionality attached to reconstruction financing, and it is the instrument through which the Union exercises influence over Ukrainian institutional reform while the war continues. Its constraint is the Union's own: accession steps require unanimity among twenty-seven governments, and any one of them can withhold it — the same structural limit that governs the Union's sanctions and financing decisions.

Why it matters

It is the part of the Western commitment to Ukraine that is neither a weapons delivery nor a budget line, and the only one with a defined end state. It also sits directly against the NATO question: Ukraine has a formal, advancing status with one institution and no invitation from the other, and conflating the two misreads what has actually been offered.
