The status is doing more work than an accession track normally does: it is the principal long-term political offer available to Ukraine, it frames the conditionality attached to reconstruction financing, and it is the instrument through which the Union exercises influence over Ukrainian institutional reform while the war continues. Its constraint is the Union's own: accession steps require unanimity among twenty-seven governments, and any one of them can withhold it — the same structural limit that governs the Union's sanctions and financing decisions.
