What this system is

Taiwan manufactures the large majority of the world's most advanced logic chips in a small geographic cluster that depends on imported materials, imported energy and continuous power. The concentration is the exposure, and it exists now rather than only in a contingency.

The reason a regional security dispute is also a global economic file: there is no rapid substitute for the cluster, and building one is measured in years and hundreds of billions of dollars. The ecosystem is not a party to the dispute, but it is the largest reason outside powers have material stakes in its outcome.

The system

Overview
TSMC held about 73 per cent of the pure-play foundry market by revenue in Q2 2026, and processes at 7 nm and below were roughly 74 per cent of its wafer revenue in Q1 2026; its leading-edge lines sit in the three science- park clusters this module publishes. What proportion of the world's sub-7 nm capacity physically sits on Taiwan is the figure the module would most want and has not found in a defensible public form, so it is recorded as a gap: the company figures do not support the conversion, because TSMC now has capacity outside Taiwan and other firms have capacity inside other countries. The largest test of whether the concentration can be reduced is Arizona — $265bn announced across six fabs, with the first in high-volume N4 production since late 2024 and the second targeting N3 volume in the second half of 2027. An announced fab, a fab under construction and a fab in volume production are three different things separated by years.

The concentration exists now. The March 2022 "303" grid failure, which halted semiconductor, cement and petrochemical plants, is the module's documented case of what continuous-power dependence means in practice, and Taipower's ten-year resilience programme — committed, not completed — is the published response. Overseas capacity is in volume production at one Arizona fab as of late 2024.
