TSMC and the semiconductor ecosystem

Taiwan Semiconductor Manufacturing Company and the dense supplier network around Hsinchu, Taichung and Tainan fabricate the majority of the world's most advanced logic chips. This concentration is the reason a regional security dispute is also a global economic file: there is no rapid substitute for it, and building one is measured in years and hundreds of billions of dollars. The ecosystem is not a party to the dispute, but it is the single largest reason outside powers have material stakes in its outcome.

Why concentration is hard to unwind

The difficult part is not the fabs. It is the ecosystem around them: specialty chemicals, substrates, advanced packaging, equipment servicing, research institutes and a workforce carrying decades of tacit process knowledge. Capital can build a fab; it cannot quickly reproduce that. Overseas expansion is real and accelerating — and it reduces concentration at the margin and over years, not in character.

The silicon shield, and its two edges

The argument that chip concentration protects Taiwan by making disruption catastrophic for everyone is genuinely double-edged. The same concentration raises the value of controlling the island, gives outside powers an interest in relocating capacity away from it, and — if relocation succeeds — reduces the very exposure that supposedly protects. Whether the shield is being deliberately dismantled by onshoring policy is actively debated. Vigil presents the tension and does not resolve it.

Inside the export-control system

Taiwanese firms operate within a regulatory framework set largely in Washington and aligned with in Tokyo and The Hague: serving Chinese customers for a modest revenue share, running older-node capacity in China under licences that have been revoked, renewed and renegotiated, and complying with controls they do not set. Export-control policy is therefore a live operational variable for the ecosystem, not a background condition.

The mature-node blind spot

Coverage concentrates on leading-edge chips; the more immediate exposure may be older-generation ones. Mature nodes go into cars, appliances and industrial equipment in enormous volume, and Taiwan is a major supplier. The 2021–22 shortages demonstrated that losing mature-node supply halts assembly lines faster than losing cutting-edge supply — a point the module keeps in view against the prevailing framing.

Relationships

Central to Taiwan's economy, tax base and international standing; commercially dependent on customers in the United States and across Asia; regulated in effect by US export-control policy; courted by the United States, Japan and the European Union for capacity; and supplying Chinese customers within the limits controls allow.
