Notable history

The third district covers the northern Gulf from Bandar Mahshahr, the petrochemical port of Khuzestan. Its area is the shallow, crowded northern basin where the Shatt al-Arab, Iraq's offshore terminals and Kuwait's waters converge — a geography of terminals and anchorages rather than of open sea. Proximity to the Gulf's densest concentration of oil-export infrastructure, Iranian and foreign.

Limitations
