Notable history

The 2008 reorganisation ordered by the Guard's commander decentralised the force: Basij resistance districts passed from the Basij to the Guard, and the Guard's ground presence in each province was reorganised into a provincial corps whose commander is appointed by the Guard's chief. Between the Ground Forces command and the provincial corps sit regional headquarters — compiled accounts name the Hamzeh Seyyed al-Shohada headquarters in the north-west and the Quds headquarters in the south-east among them — each covering several provinces. The design is the Guard's concept of layered territorial defence made organisational: a force that is everywhere at low density rather than concentrated in divisions.

Strengths

Local knowledge, a mobilisation base in every province, and a structure that survives the loss of any single headquarters because command is already distributed.

Limitations

A territorial force is not a manoeuvre force; the provincial corps are the Guard's internal-security and mobilisation instrument far more than its means of fighting a conventional opponent. The regional headquarters layer is described by compiled sources with differing names and boundaries, and this record names two as reported rather than drawing the layer. No corps is named, located or assessed individually.
