摘要

Kuwait has been a member of the Gulf Cooperation Council since its establishment in 1981, alongside the other five Gulf Arab states. Membership is institutional rather than operational: it carries the Council's charter, its Joint Defence Agreement — under which an attack on one member is treated as an attack on all — and its collective diplomatic machinery. Kuwait's membership carries a specific weight in 2026: its power and desalination infrastructure was struck repeatedly, and the Council's collective-defence commitment is the institutional answer to precisely that kind of attack. Whether the commitment produced any collective capability is a separate question from whether it was invoked.

為何重要

The Council is the institution the Gulf states built for the circumstances of 2026, and the war is the first full test of it. Recording membership as a standing structure, separately from each state's own conduct, is what lets the module show the gap between a commitment that was reaffirmed and a capability that leaders themselves said still needed building.
