    National drinking-water supply in Gulf states with negligible natural fresh water. Kuwait generates the large majority of its drinking water by desalination, and desalination in the region is commonly co-located with electricity generation in combined plants.

    Civilian resilience in this region is an energy question before it is a humanitarian one, and the coupling means that infrastructure damage in an energy war reaches households faster here than the same damage would elsewhere. Security Council resolution 2817 condemned attacks on objects necessary for food production and distribution and on critical civilian infrastructure.

  • The scale, duration and civilian effect of the reported interruptions are not established from any source read. This chain describes a structural coupling and the fact that strikes were reported; it does not quantify an outcome.
  • DELIBERATELY ABSTRACT. No installation is named, located, ranked or assessed anywhere in this chain, and no logistics record exists for this system. The P0.5 review found that a logistics record would produce a role-ranked ledger of the plants a population's water depends on, and deferred it indefinitely on safety grounds. The mechanism survives here at national level only, which is the whole of what can be published safely.

  • Reported strikes near such facilities may not have caused material loss of output, and reporting does not establish that any interruption occurred at scale. The coupling is structural; the consequence in any given instance is not established.
