The energy and trade relationship between Azerbaijan and the European Union, running on the westward pipeline system that reaches Europe without crossing Russia or Iran. It is pragmatic on both sides: the Union buys gas from a government it criticises, and Baku supplies a market it does not depend on.

摘要
Azerbaijan supplies gas to the European Union through the westward pipeline system that has carried Caspian energy since the Baku–Tbilisi–Ceyhan line opened in 2006 and the parallel South Caucasus gas pipeline followed within a year. The relationship's political character is set by what each side does not do: the Union buys the gas while publicly criticising Azerbaijan's rights record, and Azerbaijan sells into Europe without accepting the conditionality the Union attaches elsewhere in the region. Neither party is structurally dependent on the other — Baku has other customers and the Union has other suppliers — which is why the arrangement has survived periods of sharp political friction without either side reworking it.
為何重要
It is the reason Azerbaijan's diplomatic position is stronger than its size, and the clearest case in the module of European leverage running out where European supply begins. It also explains why the Union's instruments toward Baku are statements rather than the conditionality it applies to Georgia and the assistance it offers Armenia.

仍然未知的事項
- `validFrom` is anchored to the opening of the westward export system in July 2006. The gas relationship with the European Union specifically deepened after 2022, and this module does not date that shift to a single instrument.
- Volumes, contract terms and their share of European supply are not published by this module. The relationship is recorded as a documented arrangement, not as a measured flow.
- How much of the Union's restraint on Azerbaijani rights questions is attributable to the energy relationship is an inference, not an established causal claim.
證據同樣支持的其他解讀
- European reticence toward Baku can be read as energy dependence constraining criticism, or as the ordinary limit of Union leverage over a state that seeks no membership and accepts no conditionality. The observable behaviour is the same under both readings.
