Synthèse

Azerbaijan supplies gas to the European Union through the westward pipeline system that has carried Caspian energy since the Baku–Tbilisi–Ceyhan line opened in 2006 and the parallel South Caucasus gas pipeline followed within a year. The relationship's political character is set by what each side does not do: the Union buys the gas while publicly criticising Azerbaijan's rights record, and Azerbaijan sells into Europe without accepting the conditionality the Union attaches elsewhere in the region. Neither party is structurally dependent on the other — Baku has other customers and the Union has other suppliers — which is why the arrangement has survived periods of sharp political friction without either side reworking it.

Pourquoi c’est important

It is the reason Azerbaijan's diplomatic position is stronger than its size, and the clearest case in the module of European leverage running out where European supply begins. It also explains why the Union's instruments toward Baku are statements rather than the conditionality it applies to Georgia and the assistance it offers Armenia.
