Engineering surveys are the first item in that sequence that happens on the ground rather than on paper, and a survey is the step at which an alignment stops being notional. The rest of the statement is the parties' own account of their own progress and is graded accordingly; the two questions that have always governed the file — jurisdiction over passage and who operates the route — are not addressed by any of it, and neither is the unsigned treaty. The 9 August brief recorded TRIPP implementation as a watch item with no change identified. This is the change.
