Nine formations in nine host states as of June 2026.

Two have implemented brigade scale in different ways: Latvia with a standing multinational brigade under Canadian framework leadership since July 2024, and Lithuania with a German national brigade NATO calls permanent, inaugurated May 2025 and due to reach up to 5,000 troops by 2027. The central and south-eastern formations rehearse rapid scale-up rather than standing at brigade size. The ninth formation, in Finland, has no published garrison, lead unit or headquarters.

Why it matters

Madrid agreed in June 2022 to scale beyond battalion size "where and when required", and the three different implementations of that one decision are the substance of this question. NATO calls all nine battlegroups regardless of size, so the designation cannot be read as the answer; only implementation can. What changes if the answer moves is the reinforcement requirement itself — a standing brigade needs less reinforcement and more sustainment than a battalion does.

    Estonia and Latvia have published such statements; the other seven have not. A new one changes what can be said about command in that state.

  • Rehearsed scale-up may be a deliberate design that is cheaper and equally credible, rather than an unfinished version of a standing brigade. NATO’s own wording supports that reading and the module does not choose between them.
