Germany begins standing up a permanent brigade in Lithuania — Key Events — NATO Eastern Flank

What happened

Germany begins deploying additional troops to the multinational battlegroup it leads in Lithuania, laying the groundwork for scaling up from battalion to brigade size. NATO states that these troops are setting up a permanent German military base in Lithuania, that the German-led brigade was inaugurated in May 2025, and that it will continue to scale up to be fully operational with up to 5,000 troops by 2027.

This is the only presence in the module that NATO itself calls permanent, and it is the clearest instance of the Madrid decision being implemented. It is also the reason the Lithuanian branch of the Force Atlas matters: the host state's own formations, which reach Vigil only through its legal register, sit alongside a foreign brigade that is being built to stay.
