The branch's organising principle is that a saturated reconnaissance-strike environment is produced by numbers and refresh rate rather than by capability per unit: large quantities of inexpensive systems, procured through a deliberately short cycle that connects operator feedback to producers in weeks rather than years, and employed on the assumption that each generation will be countered. Roles are layered rather than consolidated — reconnaissance, strike, logistics resupply and interception are separate functions carried by separate cheap platforms, which keeps any single countermeasure from removing the whole capability. Concentrating this in a branch rather than distributing it across existing arms was the institutional bet: it protects the procurement cycle from the arms' own priorities.

First, mass does not substitute for air defence: drones cannot intercept ballistic missiles and the branch's growth has not reduced Ukraine's dependence on supplied interceptors. Second, the short procurement loop that is the branch's advantage is also a standardisation problem, and the resulting fragmentation carries training and sustainment costs that are rarely counted against it. Third, the approach is not uniquely Ukrainian — Russia has built comparable capability since 2023, so the doctrine describes how this force fights rather than an advantage it holds.
