Roles are layered rather than consolidated — reconnaissance, strike, logistics resupply and interception are separate functions carried by separate cheap platforms, which keeps any single countermeasure from removing the whole capability. Concentrating this in a branch rather than distributing it across existing arms was the institutional bet: it protects the procurement cycle from the arms' own priorities.

The generalisation fails in three ways. First, mass does not substitute for air defence: drones cannot intercept ballistic missiles and the branch's growth has not reduced Ukraine's dependence on supplied interceptors. Second, the short procurement loop that is the branch's advantage is also a standardisation problem, and the resulting fragmentation carries training and sustainment costs that are rarely counted against it. Third, the approach is not uniquely Ukrainian — Russia has built comparable capability since 2023, so the doctrine describes how this force fights rather than an advantage it holds.
