Ce qu’a été cette campagne

A sustained Israeli effort since December 2024 to set southern Syria's security terms by force and by negotiation at once: a strike campaign against the former state's arsenal, entry beyond the Golan buffer zone, continuing incursions, and an agreement still unsigned. Sweida is where it and the transition collide.

This campaign sets the ceiling on the transition's sovereignty. A government that cannot control its own southern approaches, and whose capital has been struck during its own internal crisis, negotiates from a weaker position on every other file. It is also the module's clearest case of a security relationship in which the absence of a war is not the presence of a settlement: the file has produced an intelligence-sharing mechanism, a buffer-zone presence and a year and a half of negotiation without an agreement, and either direction it turns would change the region.

Synthèse

Within a week of the fall of Damascus, Israel destroyed much of the former Syrian state's military assets from the air and moved forces into the Golan buffer zone and beyond. Since then the pattern has been consistent: continued incursions and strikes justified by border security and the protection of the Druze, alongside US-backed negotiations toward a security agreement that would see Israeli forces leave the buffer zone. The two tracks have run in parallel rather than in sequence. In July 2025, violence in Sweida between Druze factions, Bedouin fighters and government forces was accompanied by Israeli strikes on Damascus. Talks continued through 2026 — an intelligence-sharing mechanism agreed in January, and further rounds since — with the reported sticking points including withdrawal to the 1974 lines, the Hermon positions, and an Israeli demand for a corridor to Sweida that Damascus has publicly refused as an internal Syrian matter.

Issue et situation actuelle

Ongoing and unresolved. Israeli forces remain beyond the 1974 lines, strikes and incursions have continued alongside eighteen months of negotiation, an intelligence-sharing mechanism exists, and no security agreement has been signed. Sweida remains outside state control and is the file on which the negotiation has repeatedly stalled. Neither an agreement nor an escalation has arrived; the standing condition is the outcome.
