此戰役是什麼
A sustained Israeli effort since December 2024 to set southern Syria's security terms by force and by negotiation at once: a strike campaign against the former state's arsenal, entry beyond the Golan buffer zone, continuing incursions, and an agreement still unsigned. Sweida is where it and the transition collide.
This campaign sets the ceiling on the transition's sovereignty. A government that cannot control its own southern approaches, and whose capital has been struck during its own internal crisis, negotiates from a weaker position on every other file. It is also the module's clearest case of a security relationship in which the absence of a war is not the presence of a settlement: the file has produced a communication cell agreed in principle, a buffer-zone presence and a year and a half of negotiation without an agreement, and either direction it turns would change the region.

摘要
Within a week of the fall of Damascus, Israel destroyed much of the former Syrian state's military assets from the air and moved forces into the Golan buffer zone and beyond. Since then the pattern has been consistent: continued incursions and strikes justified by border security and the protection of the Druze, alongside US-backed negotiations toward a security agreement that would see Israeli forces leave the buffer zone. The two tracks have run in parallel rather than in sequence. In July 2025, violence in Sweida between Druze factions, Bedouin fighters and government forces was accompanied by Israeli strikes on Damascus. Talks continued into 2026 — a US-supervised communication cell created by the joint statement of 6 January, then a freeze from late February — with the reported sticking points including withdrawal to the 1974 lines, the Hermon positions, and an Israeli demand for a corridor to Sweida that Damascus was reported, by a Syrian source quoted by Reuters in September 2025, to have rejected as a breach of sovereignty.

參與方所說的內容。每一條目都註明立場的提出出處;Vigil記錄的是該立場曾被提出,而非其為真。
Israel states its objectives as preventing hostile forces from establishing themselves near its border, denying the transfer of the former state's strategic weapons, and protecting the Druze community in southern Syria.
Recorded as the stated justification. The module does not treat a party's stated protection rationale as establishing either the threat or the protection.
Syria states that it seeks a security agreement that would end the incursions and return Israeli forces to the 1974 lines, and that the situation in Sweida is an internal Syrian matter on which it will not compromise.
經評估的目標
Vigil的解讀,附等級。在結構上與宣示立場分開,因此評估永遠不會被當作某一方的宣示目標發布。
Establish a demilitarised southern belt as a permanent condition rather than a negotiated concession, using presence on the high ground to make the arrangement self-enforcing.
Keep pressure and negotiation running together so that the terms of any agreement reflect the position on the ground at the time it is signed.
Treat the Druze file as leverage in the negotiation as well as a stated concern, which is why the Sweida corridor demand appeared in the talks rather than only in the security discussion.
An inference from the sequence in which the demand appeared. Israel states the purpose as minority protection, and the module records both.

The relationship is asymmetric and largely non-reciprocal: the transitional government has not responded militarily and is negotiating. The role records who the campaign is directed at, not an engagement between the two.

Invoked by Israel as a protection concern. The nature of any relationship between the two is disputed by the parties themselves and is recorded as a disputed typed relationship on the force records rather than asserted here.

The consolidated Druze body to which Israel's declared protection interest attaches, and which is not united on accepting it.
The strike campaign and the buffer zone
Within a week of the fall of Damascus, much of the former state's military assets were destroyed from the air and forces moved into the Golan buffer zone and beyond. The 1974 disengagement arrangement ceased to describe the situation on the ground.
Incursions as a standing condition
Incursions and strikes continued through 2025 as a recurring rather than exceptional feature of the southern file, justified by border security, while the transitional government pursued recognition and reconstruction elsewhere.
Sweida and the strikes on Damascus
Violence in Sweida between Druze factions, Bedouin fighters and government forces was accompanied by Israeli strikes on Damascus. It was the point at which the southern campaign and the transition's internal minority-protection failure became one file.
並行的談判
US-backed rounds produced a joint statement on 6 January 2026 creating a US-supervised communication cell, and repeated Syrian descriptions of a near-complete agreement, without a signature. Reported sticking points include withdrawal terms, the Hermon positions and a demanded corridor to Sweida that Damascus was reported, through a Syrian source, to have rejected.
結果與目前狀態
Ongoing and unresolved. Israeli forces remain beyond the 1974 lines, strikes and incursions have continued alongside eighteen months of negotiation, an communication cell has been agreed in principle, and no security agreement has been signed. Sweida remains outside state control and is the file on which the negotiation has repeatedly stalled. Neither an agreement nor an escalation has arrived; the standing condition is the outcome.
觀察到的調整
Parallel rather than sequential tracks — pressure and negotiation run together throughout, so that neither the absence of an agreement nor its near-completion changes the position on the ground.
Introduction of minority protection as a negotiating item rather than only a justification, most visibly in the reported corridor demand.
政治意涵
A transitional government negotiating under standing incursions has less room on every other file, and the domestic cost of the arrangement is carried by a government that did not create it.
軍事意涵
The destruction of the former state's assets removed the inventory a new Syrian army might otherwise have inherited, which shapes what the security sector can become for years.
人道意涵
Southern communities live with an unresolved security condition, and the Sweida standoff keeps a province's population outside the state's service and protection arrangements.

仍然未知的事項
- No position, depth or disposition of any force in southern Syria is published in this module, and none is implied by this record.
- The full terms under negotiation are not public. Reported sticking points come from officials speaking to media on both sides and should be read as positions rather than as text.
- Any relationship between Israel and factions in Sweida is contested by the parties concerned and is not established. The module records the dispute.
- Strike and incursion counts vary substantially between sources and are not published on a consistent basis; the record describes a pattern rather than a tally.
證據同樣支持的其他解讀
- The parallel pressure-and-talks pattern can be read as a bargaining posture intended to shape the terms of an agreement, as a durable security arrangement being established without one, or as the absence of a settled Israeli decision between the two. The observed conduct is consistent with all three.
- The repeated near-completion reports can be read as genuine convergence repeatedly interrupted, or as a negotiation in which the appearance of proximity is itself a tactic. The module does not adjudicate between them.
