Palestinian banks clear shekel payments through two Israeli banks on finance-ministry indemnity letters, issued two weeks at a time since late 2022 and reported extended to end-2026. A Bank of Israel absorption cap leaves a growing shekel surplus; payment friction is plausible.

The Palestinian economy runs on the shekel, and its banks settle shekel payments with Israel through correspondent relationships with two Israeli banks, Israel Discount Bank and Bank Hapoalim (Haaretz, 1 September 2026). The Israeli banks maintain the link on indemnity letters issued by Israel's Finance Minister. The Palestine Monetary Authority estimates the channel carries about NIS 51bn of Palestinian transactions a year (as reported by Haaretz); the PMA governor told GTR on 7 October 2026 that trade finance tied to Israel had fallen from about NIS 51bn a year before October 2023 to about NIS 40bn.

- Perturbation opérationnelleConfirmé
Two constraints bind the channel. First, the indemnity letters, historically issued for six to twelve months (World Bank) or a year (Times of Israel), have been issued in two-week increments since the end of 2022. In July 2026 Finance Minister Bezalel Smotrich agreed to extend the waiver to the end of 2026 (Times of Israel, 23 July 2026), and the Bank of Israel's deputy governor said on 1 September 2026 that both Israeli banks had agreed to continue until the end of 2026; 31 December 2026 is the reported horizon, and the written instrument has not been seen. Second, the Bank of Israel caps how many surplus shekel banknotes it absorbs from Palestinian banks: NIS 4.5bn a quarter, NIS 18bn a year, against NIS 23bn transferred in 2024 and an estimated need of NIS 25–30bn a year (MAS, citing PMA data for Q4 2025).

- Secteur ou produit exposéConfirmé
The exposure is a shekel cash surplus held by Palestinian banks that they cannot return to the Israeli system. The World Bank put it at NIS 16bn at the end of 2025; MAS, citing WAFA, gives NIS 17–18bn at the end of June 2026. MAS reports that banks have restricted cash deposits in response, hitting businesses that take cash and settle through banks, such as fuel stations, with fuel shortages and private-sector protests in the West Bank at the end of June 2026. The PMA governor told GTR in October 2026 that there had been no exceptional transfers in two years.

- Portée économique plus largeExposition plausible
Vigil's assessment is that the combination produces friction in payments and import settlement across the West Bank economy — a cost paid in delayed settlement, restricted deposits and cash-handling businesses, rather than a single break. This is graded plausible: the reported deposit restrictions are documented, but no series measures their effect on import volumes or prices. Vigil makes no forecast of whether the arrangement is renewed after its reported end-2026 horizon; the Bank of Israel's deputy governor said a permanent solution is for the next government to decide.
Un mécanisme que Vigil évalue comme probable ; non documenté comme s’étant produit.
Secteurs et produits exposés

Ce qui reste inconnu
- The indemnity letter itself has not been read: whether it runs to 31 December 2026 or is a series of shorter letters is not established.
- Times of Israel reported the July 2026 extension alongside a NIS 1.3bn settlement allocation that opposition members linked to it; no official source confirms a link, and none is drawn here.
- Surplus estimates differ by source and date — NIS 16bn end-2025 (World Bank), NIS 17–18bn end-June 2026 (MAS citing WAFA), about NIS 18bn in mid-2026 with a projection of about NIS 20bn (PMA via GTR) — and are not combined.
- The Bank of Israel declined comment on a reported early transfer of the Q4 2026 quota (JNS, 6 August 2026), which is not used.
Lectures que les éléments permettent aussi
- The fall in Israel-linked trade finance reported by the PMA (about NIS 51bn to about NIS 40bn a year) is also consistent with the contraction of the West Bank economy after October 2023, not only with banking friction; the published figures do not separate the two.
