In short

Russian forces are sustained by a rail-centred system inherited from Soviet planning, with road transport covering the last leg from railheads. The dependence on rail shapes how far from a line the force can operate, and the 2022 campaign's failure at Kyiv is substantially a story about exceeding that distance.

Overview

The Russian military supply system is built around rail. Ammunition, fuel and heavy equipment move by rail to railheads within the theatre and transfer to road transport for the final leg to using units. This is a Soviet inheritance and a rational design for a continental army operating close to its own network, and it is the single most explanatory fact about Russian operational reach: the further an advance moves from a functioning railhead, the thinner its sustainment becomes, and the design does not scale to long road-borne supply lines. The 2022 advance on Kyiv exceeded that limit and the resulting column vulnerability was a major contributor to its failure. Since 2022 the system has adapted — dispersal of storage after precision strikes on concentrated sites, reliance on the land corridor and the Kerch crossing to supply Crimea and the south, and the absorption of large volumes of imported ammunition into a domestic distribution network.

Why it matters

Understanding this system explains the shape of Russian operations better than any assessment of Russian equipment or manpower. It explains why Russian offensives are conducted close to rail, why the southern land corridor is valuable enough to have been the object of the war's largest offensive operation, and why Ukrainian deep strike concentrates on the classes of target it does. It also explains a structural asymmetry the module would otherwise miss: Russia's supply lines are shorter and domestic, and are not subject to the political conditionality that governs Ukraine's.

What depends on it

Heavy and structural. Rail is not one option among several — it is the system, and road transport exists to bridge the gap between railhead and unit rather than to substitute for the network. In the south, the land corridor and the Kerch crossing together carry supply to Crimea and the southern axis, which makes those two connections the closest thing the system has to a single point of dependence. Imported ammunition, principally from North Korea, has become a material input to sustaining fire rates rather than a marginal supplement.

What disruption does

The system's characteristics set the operational pattern. Offensives are conducted where rail can support them, which is a substantial part of why the eastern campaign is fought where it is. Disruption to the southern links does not stop supply but raises its cost and lowers its reliability, which shows up as reduced tempo rather than as collapse. And because the network is domestic and the sources of imported ammunition are states rather than parliaments, Russian sustainment is less politically contingent than Ukraine's — an asymmetry that matters more the longer the war lasts.

Alternatives and redundancy

Redundancy is real in the interior and thin at the periphery. Inside Russia the rail network offers many routes and no single interdiction closes it — which is why Ukrainian deep strike has concentrated on production and export infrastructure rather than on the network itself. Supply to Crimea and the south is the exception: the land corridor and the Kerch crossing are two links rather than many, and each has been contested. That concentration is the strategic reason the southern corridor is the war's most valuable ground.

Supply that does not depend on foreign appropriations is a structural advantage in a long war, independent of quality.

What remains unknown

  • Depot locations, stock levels and capacity are not published by this module and nothing here should be read as indicating them.
  • Russian domestic ammunition production rates are assessed by several governments with a wide spread between published estimates.
  • Imported volumes from North Korea are estimated from imagery and shipping analysis rather than measured.
  • The condition of transport infrastructure in occupied territory is poorly observed.

Readings the evidence also supports

  • The 2022 supply failure can be read as a structural limitation of a rail-centred system pushed beyond its range, or as a planning failure specific to that operation, which assumed a short campaign that would not need sustained road supply. The two readings imply different expectations about whether the problem has been fixed.
  • Continued high Russian fire rates can be attributed to domestic production recovery or to imported supply. Both are occurring, and the published estimates for each are wide enough to overlap.

The Kerch crossing's usability

One of two links to Crimea. Its status is a better indicator of southern sustainment than any statement about it.

Imported ammunition flows

North Korean supply has been material to sustained fire rates. Changes in it would show at the front.

Russian domestic ammunition output

The long-run determinant of whether imports remain necessary, and the figure both sides contest most heavily.

Concentration versus dispersal of stocks

Dispersal reduces vulnerability and costs transport capacity. Which way the balance moves indicates how threatened the system considers itself.
