Years of artillery, mining and fortification have left suspected explosive contamination over a very large area, concentrated in the farmland displaced people would return to. Clearance capacity is far below the surveyed need; multi-decade suppression of return is plausible, not documented.

A step can never be graded more firmly than the step it depends on: a consequence cannot be better established than its cause. That rule is enforced when this site is built, not applied by hand — a chain that broke it would fail the build rather than publish.

The land the front runs through is agricultural and inhabited. The Donbas belt combines farmland with a continuous chain of settlements; the southern steppe is among the most productive arable land in Europe. These are the areas people were displaced from, the areas they express an intention to return to, and the areas whose output the export economy depends on. They are the same ground the war has been fought across for four years.

Sustained artillery use, deliberate mining on a scale not seen in Europe for decades, and extensive field fortification have left explosive remnants and mines across very large areas. Ukraine assesses roughly a fifth of its territory as suspected contaminated — a survey category rather than a confirmed hazard map, and one that shrinks as survey work releases land. The southern defensive belts prepared in 2023 are the densest deliberate mining, and the ground contested longest in the east carries the deepest accumulation of remnants.

Three civilian exposures follow. Casualties among returning civilians and farmers are the direct one, and they continue after fighting has moved away. Agricultural land is withdrawn from use — not because it is damaged but because it cannot be worked safely, which converts a security problem into a rural income problem across whole districts. And return itself is suppressed: damage, mines and property occupancy, rather than checkpoints, are now the principal barriers to people going home, which is a different problem from the access constraints that defined the earlier war years and requires different capabilities to solve.

The plausible significance is a multi-decade suppression of return and land use that outlasts any settlement. Clearance is slow, expensive and manual by nature, and the capacity that exists is far below the surveyed requirement; the arithmetic implies decades rather than years even under favourable conditions. That has three consequences that compound: rural populations who cannot return remain displaced and eventually settle elsewhere permanently; agricultural output in the affected districts stays below capacity, weakening the export recovery that the maritime corridor restored; and reconstruction spending has to be sequenced behind survey and clearance rather than alongside it. Vigil grades this plausible because the contamination figure is a suspected-area estimate pending survey, and clearance rates under post-conflict conditions cannot be projected reliably from wartime experience.

What remains unknown
- The suspected-contamination figure is an estimate pending survey, not a confirmed hazard assessment, and it is why the final step is graded plausible.
- Contamination in occupied territory is not surveyed at all and is excluded from Ukrainian estimates.
- Clearance rates achievable under post-conflict conditions cannot be projected reliably from wartime experience, so timelines vary widely between published assessments.
- Returnees are counted on arrival and are not tracked afterwards, so onward movement caused by unusable land is not measured.
Readings the evidence also supports
- Low return rates to frontline districts can be attributed to contamination, to destroyed housing, to absent services, or to proximity to continuing hostilities. All four operate together and return-intention surveys record them as overlapping rather than exclusive reasons.
- Reduced agricultural output in affected regions could reflect contamination or the loss of labour to mobilisation and displacement. Both are documented and published output data does not apportion them.

The rate-limiting factor for everything downstream, and one determined by donor decisions rather than by conditions on the ground.
