Broad area of activity
Eastern Taiwan — the Hualien and Taitung coastal strip east of the central range
Notable history
Designated the Second Theatre of Operations in the reorganisation effective 1 January 2022. The eastern coast has always been the strategically unusual part of Taiwan: separated from the population centres by a mountain range, thinly connected by road and rail, and for decades treated as the depth into which the island's air power and command arrangements could fall back. That assumption is what has changed. From the August 2022 exercises onward, PLA naval and air activity east of the island — and from 2026, standing China Coast Guard patrols in the same waters — has been the single most consistent trend in the pressure baseline. A theatre that was designed as a rear area is being treated by the other side as an approach.
Strengths
Terrain that is genuinely difficult to move through and easy to defend at the few points where movement is possible, and hardened infrastructure built into the mountains over decades.
Limitations
The theatre depends on lateral communications across the central range that are few and well known, and its assumed value as depth is precisely what the shift of activity to the eastern approaches has called into question. Vigil records that shift as reported activity and publishes no unit locations, facility detail, strengths or readiness for this command.

Hualien: Area of responsibility only, as published — no garrison, facility or unit location is recorded. Taitung: Area of responsibility only, as published.
Key events
A coast guard task group is rotated east of Taiwan
Until June 2026 China Coast Guard activity in waters east of Taiwan had occurred only within announced military exercises. In June a task group led by the cutter Daishan began patrols there, described by the coast guard as law enforcement including vessel inspection, fishery protection and rescue. On 4 July a second task group led by the cutter Xiushan replaced it and continued the patrols, with the service stating it would strengthen law enforcement in what it called China's jurisdictional waters. Taiwan's authorities reject the characterisation. The rotation drew statements of concern from regional governments.
