Summary

Europe's relationship with Taiwan is economic and technological, centred on semiconductors, and has expanded through investment and technology contact while stopping short of diplomatic recognition. The Union aligns with the United States and Japan on export controls without matching the security posture behind them, and maintains substantial trade with both China and Taiwan simultaneously. Its interest in the strait is therefore exposure rather than commitment: a disruption to Taiwanese fabrication would reach European industry directly, and the Union has courted fabrication capacity onto European soil for the same reason Washington and Tokyo have.

Why it matters

It is the clearest case in the module of an actor with major exposure and no security role, which is the position most of the world occupies. Reading European alignment on export controls as an implied security commitment overstates it in exactly the way this module exists to prevent.
