Summary

Syria's overland trade runs through the Turkish gates in the north, and its customs revenue with it. Türkiye was also the largest Syrian refugee host through the war, and returns via those same northern crossings have been accelerating since 2025. The dependence is therefore commercial, fiscal and demographic at once, and it sits alongside a defence memorandum and a decade of faction sponsorship rather than separately from them — which is what makes Ankara the transitional government's first partner in practice as well as in description. The crossings, the customs arrangements and the closures that have shaped them are held in the module's own logistics record and are not restated here.

Why it matters

It is why Turkish leverage over Damascus does not depend on the military relationship. A government rebuilding a state needs customs revenue and needs its population back, and both arrive through the same gates — which gives Ankara an instrument it has not had to threaten in order to hold.

  • Vigil publishes no trade volumes, customs receipts or return figures. The dependence is recorded as structural rather than measured.
  • The share of external trade crossing the Turkish gates as against the Jordanian and Iraqi ones, and against the ports, is not disaggregated in this module.
  • `validFrom` is the December 2024 transition, from which this record dates the relationship with this government. The underlying trade geography is older and is held in the logistics record rather than here.
