What happened

The Security Council affirms the right of navigation for shipping to and from the ports and installations of Gulf littoral states not party to the hostilities.

Vigil authors this because the Council itself reached back to it: Resolution 2817 of March 2026 explicitly recalls Resolution 552. The 2026 maritime crisis is being answered with the legal instrument written for the 1980s one.
