THE ONE FOREIGN MILITARY DEPLOYMENT TO SAUDI ARABIA IN THIS WAR THAT A GOVERNMENT HAS ANNOUNCED, and it was made four months before the Makkah agreement existed, under a bilateral treaty. The ministry stated a purpose of coordination and readiness; no combat role is stated in the announcement and none is authored here. Any later claim that Pakistani forces in the kingdom demonstrate the trilateral agreement's activation has to reckon with this record first: the force was already there, and the instrument it came under was a different one.
