American export controls on advanced semiconductors and fabrication equipment to China, in force since 2022 with Japanese and Dutch alignment on tooling. They are revised repeatedly by administrative action and bear directly on Taiwan's central economic asset as well as on their intended target.
People's Republic of China subject to restrictions by United States and the Taiwan Strait. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

摘要
Since 2022 the United States has restricted exports of advanced semiconductors and fabrication equipment to China, with Japanese and Dutch alignment on tooling, and has adjusted the rules repeatedly — a January 2026 revision moved certain advanced AI accelerators to case-by-case review. Alongside the controls, Washington has drawn leading-edge fabrication investment onto American soil. Both strands act on Taiwan as much as on their target: Taiwanese fabrication is regulated in effect by American policy, and Chinese customers account for a modest share of that industry's revenue under periodically renegotiated licences. The architecture is administrative rather than legislative, which makes it fast to revise in either direction.
為何重要
It is the reason Washington is a decisive actor in this module's economy section and not only its security one. A control regime designed to slow one country's capability development also determines what the world's most concentrated industrial asset may sell, which places Taiwan's economic position inside a policy it does not set.
仍然未知的事項
- Vigil publishes no licence data, denial rates, revenue effects or enforcement statistics. The architecture is recorded by instrument class, not by enumeration.
- The effectiveness of the controls in slowing Chinese capability development is contested in open sources and is not assessed here.
- Japanese and Dutch alignment is recorded as stated. The precise scope of each national measure is not catalogued in this module.
證據同樣支持的其他解讀
- The repeated revisions can be read as calibration of a working instrument or as instability in a policy without a settled objective. Both readings are current among analysts and the module does not choose between them.
