Since 2022 the United States has restricted exports of advanced semiconductors and fabrication equipment to China, with Japanese and Dutch alignment on tooling, and has adjusted the rules repeatedly — a January 2026 revision moved certain advanced AI accelerators to case-by-case review. Alongside the controls, Washington has drawn leading-edge fabrication investment onto American soil. Both strands act on Taiwan as much as on their target: Taiwanese fabrication is regulated in effect by American policy, and Chinese customers account for a modest share of that industry's revenue under periodically renegotiated licences. The architecture is administrative rather than legislative, which makes it fast to revise in either direction.
