Taiwan's international communications depend on a low double-digit number of undersea cables, and connectivity to the outlying islands depends on fewer still. Modern civil systems rest on that connectivity in ways that are invisible until it stops: payments, health records, emergency coordination, broadcasting, government services and the ordinary communications by which people find out what is happening and reach one another.

What a larger or main-island connectivity loss would mean for civilian services is not documented and Vigil does not assert it. Named as worth watching rather than asserted: the observed incidents affected small populations with limited alternatives, and inferring from them to a main-island event would cross a scale difference the evidence does not support. The firmer observations are that restoration depends on scarce regional repair capacity, that satellite fallback is much lower bandwidth and is being built rather than in place, and that the civil systems most affected are the ones people rely on in exactly the circumstances that would cause the outage. Vigil publishes no estimate of duration, population affected or service impact for any larger scenario.
