服務臺灣的海底電纜在一系列事件中受損，包括2023年通往馬祖列島的兩條電纜皆遭切斷，以及2025年臺灣有關機關扣留或調查船隻的更多案例。多數案例的責任歸屬存有爭議，而漁具與船錨造成的電纜損壞在全球都很常見。
These incidents made civil-infrastructure vulnerability concrete and exposed the attribution problem that defines this category: deliberate damage is cheap to attempt, hard to prove and easy to deny. Taiwan's response — faster repair arrangements, an international cable-resilience initiative and investment in satellite backup — is the clearest example in the module of resilience as a response to pressure.
