Survival before effect: disperse into ground where distance does the hiding, attack movement and individuals rather than positions, live off extortion, and treat the prisons and camps as the route back. Tempo tracks the gaps between rival authorities more closely than the organisation's own strength.

Patience, dispersal and pressure on people rather than on places. Since the territorial defeat in 2019 the pattern has been small autonomous groups operating out of open ground that offers space rather than sanctuary, attacking movement, isolated positions and individuals — tribal figures, local officials, workers on the land — rather than contesting control of anything. Financing is extortion and taxation of what moves. There is no governance offer and no attempt at one. The organisation's own declared route to regeneration is the detention and camp system, which is why the campaign it wages and the humanitarian file are the same file.

Deliberately attenuated. Central direction sets a general programme and claims operations; execution sits with local groups whose connection to any centre is opportunistic and often unverifiable. The structure is designed to survive decapitation rather than to coordinate anything, which is also why attribution of individual incidents is so weak.

First, "the organisation" overstates the coherence of what is being described: an unknown share of attributed incidents are the work of groups whose connection to any central direction is claimed rather than shown, and the published counts conflate very different levels of capability. Second, patience is not a uniform characteristic — the 2022 prison assault and the January 2026 ambush were deliberate, resourced operations, not the low-tempo pattern the rest of this description covers. Third, describing the fall in tempo as a doctrinal recalibration assumes a decision was taken; it is equally consistent with attrition or with a pause, and the module says so rather than choosing.
