- Operates across every region of Mali and into Burkina Faso, Niger and littoral West Africa; strongest in central Mali and, since 2025, expanding hard into the west and south. Its component katibas are themselves cross-border: Ansarul Islam operates in the Mali–Burkina Faso–Niger tri-border region, and Katiba Macina in western Burkina Faso as well as central, southern and western Mali.

- Formed in March 2017 as a merger of Ansar Dine, AQIM’s Saharan emirate, al-Mourabitoun and Katiba Macina under Iyad Ag Ghaly — a Tuareg rebel-aristocrat turned jihadist whose career spans every phase since the 1990s. JNIM built a franchise model on local grievance: protection, taxation, and sharia adjudication where the state offers nothing. From 2025 it converted rural depth into economic siege — the fuel blockade, declared in September, eased in early 2026 and reimposed in full on 28 April — and in 2026 into coordinated offensives with the FLA, reported as the first open coordination between them, that took Kidal and besieged Anéfis. It has also begun using drones: reporting from mid-2026 describes drone attacks on Russian personnel at the Sévaré base and on government positions at Anéfis and Aguelhok before those posts were abandoned.

Manoeuvre is light and cheap, on motorcycles and pickups, massing briefly and dispersing before air power can respond. Since 2025 the same approach has been turned on the civilian economy in the fuel blockade, which is the clearest statement of the underlying logic: coerce by controlling what moves, and decline to hold what would have to be defended.

A coalition under a single recognised leader rather than a unitary command, and the distinction is load-bearing. Analysts of the organisation warn explicitly that treating JNIM as one operational entity feeds an inaccurate picture of unified command and control: it has no single headquarters, no single operational hierarchy, and no single body of fighters that could be targeted as such. Its katibas hold real management autonomy over their own areas and constituencies while receiving operational direction on targets from the centre — a division of labour rather than a chain of command. What follows is a bounded statement about structure rather than a prediction about outcomes: there is no single headquarters or hierarchy whose removal could reasonably be assumed to collapse the wider network, and an attack claimed by JNIM may have been planned locally. Leadership is patient and negotiation-capable, and has repeatedly signalled willingness to talk without abandoning its stated objectives.

The generalisation fails in three ways worth stating. First, the organisation has taken and briefly held towns when the opportunity was cheap, including in the 2026 offensives — declining to hold ground is a calculation, not a rule. Second, "coalition with latitude" understates how differently the component organisations behave: Katiba Macina's communal embedding in the centre and the Saharan networks' desert operations are not variations on one method. Third, the negotiation-capable characterisation rests on documented local accommodations and on the organisation's own statements, and whether it extends to a national settlement is disputed rather than established.
