Three overland routes from Senegal, Côte d'Ivoire and Guinea carry Mali's entire fuel supply; with no refining, pipeline or rail alternative at scale, dependence is total. They have been under a declared blockade since September 2025, with several hundred tankers reported destroyed.
This is the clearest case in the module of an insurgency taxing an entire national economy without taking a city. Fuel sets transport costs, transport costs set food prices, and electricity in the capital depends on the same imports. A campaign against these corridors reaches every household in Mali without a shot being fired near most of them. It also explains where the violence is: OECD and Sahel and West Africa Club research finds that nearly 70% of violent incidents in the region occur within kilometres of major roadways. The corridors are not the background to this conflict system — they are, to a first approximation, its geography.

- Mali refines no fuel of its own. Every litre arrives by road from the ports of Senegal, Côte d'Ivoire and Guinea, along corridors the state does not control for most of their length. From September 2025 JNIM declared a blockade of fuel imports and began systematically burning tanker convoys; several hundred tankers were reported destroyed, and Bamako's power and transport were visibly degraded through late 2025 and 2026.

There is no domestic refining capacity, no pipeline, and no functioning rail alternative at scale — the Dakar–Bamako railway has not operated as a reliable freight route for years. Road import is not the cheapest option; it is the only one. Nor is the dependence evenly spread across the three routes: the Senegalese and Ivorian corridors alone are reported to carry close to 95% of the country's petroleum imports, so the Guinean leg is a margin rather than a substitute. That is why the corridors are a strategic vulnerability rather than a commercial inconvenience, and why convoy interdiction produces national effects within weeks.

- Fuel scarcity raises transport costs across a country where almost everything moves by road. That reaches market food supply, harvest movement, electricity generation in the capital, and the cost of the state's own military logistics — the army's relief columns burn the same imported diesel. The blockade is therefore simultaneously an economic, humanitarian and military fact, which is why three separate impact chains in this module begin here. The consequences do not stop at the border. Mali was Senegal's largest export market in 2024 at about 26.5% of Senegalese exports, roughly US$1.42 billion; between September and November 2025 the Port of Dakar reported a daily backlog of around 120 Mali-bound containers and estimated losses near US$26.5 million a month, with about 4,000 empty containers still stranded in Bamako in February 2026. Mali remained Côte d'Ivoire's largest customer inside the West African monetary union, the Abidjan–Bamako corridor carrying roughly 1.47 million tonnes by end-2025. Interdicting a landlocked state's imports is thus a revenue problem for the coastal states that carry them, which is how this conflict reaches countries that are not party to it.

- Redundancy exists between the three corridors but not beyond them, and it is thinner than three routes implies: the Senegalese and Ivorian axes together are reported to carry close to 95% of petroleum imports, so the Guinean leg is a margin rather than a substitute. Pressure on the Dakar axis shifts volume to Abidjan and Guinea at higher freight cost; pressure on all three has no substitute, because the constraint is geographic. Mali is landlocked, its neighbours to the north and east offer no viable import route of their own, and the ECOWAS rupture of January 2025 cost the bloc's dispute machinery and free movement while leaving the corridor dependence exactly where it was. The regional picture is wider than this record: Mali's partners in the confederation import through the Gulf of Guinea ports rather than the Atlantic ones, so the three states' import geography overlaps without coinciding — and a shock to one set of corridors does not automatically reach the others.

- Tanker loss figures come from a mix of official statements, armed-group claims and media reporting; there is no independently audited count, and the reported totals should be read as orders of magnitude.
- Import volumes actually arriving are not published in a form that allows the shortfall to be measured directly; shortage is inferred from prices, queues and power availability.
- The Guinean leg is the least reported of the three routes and is not represented by a location marker in this module.
- The eastern supply route from Niger is now its own record (niger-mali-eastern-fuel-route, 2026-09-26): escorted Nigerien tanker convoys reached Gao through Labbezanga in 2025, JNIM declared the route part of its blockade in November 2025, and the Labbezanga post left state hands in April 2026. It served the north, not the capital.
