- Russia formed the 4th Military Base in early 2009, months after the war and its recognition of South Ossetia, on the lineage of the 19th Motor Rifle Division that had fought there; a 2010 agreement with the de facto authorities gave it a forty-nine-year term. It is a brigade-sized formation of the Southern Military District's ground forces with garrisons at Tskhinvali and Java, and the boundary line with the rest of Georgia is borderised and guarded under a separate Russian border-guard arrangement. The May 2026 treaty of deepened integration between Russia and South Ossetia extended the legal basis of the Russian presence — the module's marker of a presence that has expanded where the de facto authorities invited it while contracting in Armenia where Yerevan could end it by agreement.
