The highest official act differs by case: deliberate destruction, no state attribution (Nord Stream); an anchor finding two states dispute (Balticconnector); charges with the merits unheard, restored on appeal in August 2026 (Estlink 2); an investigation closed with four suspects and referred for a charging decision, no charge published (New Year 2026); an official finding that one January 2025 case was NOT sabotage; and several still at investigation. NO case has reached state attribution. NATO launched Baltic Sentry in January 2025.

- Whether the standing naval forces contribute to Baltic Sentry is not published.
Readings the evidence also supports
- The pattern may be coordinated interference or the product of a crowded, shallow sea crossed by an ageing fleet with poor anchor practice. The official findings support both readings in different cases and settle neither.
