What happened

The Estlink 2 power interconnector between Finland and Estonia and several telecommunications cables are damaged. Finnish authorities detain a vessel and prosecutors charge its crew; a district court dismisses the case on jurisdictional grounds and an appeal court restores it. The merits have not been heard, and no authority has attributed the act to a state.

This is the incident NATO names as the immediate trigger for Baltic Sentry, and it is the module's sharpest illustration of the gap between a physical fact and a legal outcome: damage established, crew charged, jurisdiction litigated for more than a year, attribution absent.
