What happened

The Finland–Estonia gas interconnector and telecommunications cables in the Gulf of Finland are damaged. Finnish investigators conclude the damage was caused by a vessel's anchor; Chinese authorities describe the incident as accidental. The two accounts stand unresolved against each other.

The first damage to a cross-border energy link between two Allies, and the case that established the pattern later incidents repeated: an anchor track, a vessel, an investigation, and no agreement between states on what happened. It is the module's clearest recorded dispute.
