- The PLA is the armed wing of the Communist Party rather than of the state, a distinction that shapes its command structure and its political role. The lesson drawn from the 1995–96 Taiwan Strait crisis — that it could not contest American power in its own near seas — drove three decades of modernisation, and the 2015–16 reforms restructured it fundamentally: theatre commands replaced military regions, new services were created, and joint operations became the organising principle. Its routine activity around Taiwan, rather than any single exercise, is what this module tracks.
- Points forts
- Very large scale, a deep and increasingly advanced industrial base, and sustained investment across naval, air, missile, space and information capabilities. Its proximity to the theatre is a structural advantage no outside power can match.
- Limites
- Has not fought a significant war since 1979, leaving its combat effectiveness, joint command performance and logistics untested. Recurrent high-level corruption investigations touching senior officers and the procurement system are publicly documented and raise questions outside observers cannot resolve. Assessments of PLA capability vary widely among credible analysts, and this module treats confident claims in either direction with caution.

Declared doctrine centres on "informationised" and increasingly "intelligentised" warfare — systems confrontation in which the contest is between networks rather than platforms. It is a statement of aspiration and organising principle, not evidence about any intention.

Chinese defence white papers describe warfare as a contest between opposing systems of reconnaissance, command, communications and strike rather than between platforms, with "informationised" operations and, more recently, "intelligentised" ones as the organising concept. The 2015 reforms restructured the force around it: theatre commands responsible for joint operations in a geographic area, services responsible for force generation, and dedicated structures for information, space and cyber functions — the Eastern Theater Command being the one whose area covers this module. Declared doctrine also emphasises deterrence through demonstrated capability and the political dimension of military activity, which is consistent with the observed pressure campaign without explaining it.
